Emergency situation (ES) is the situation on the territory of the enterprise that has developed as a result of an accident, natural hazard, catastrophe, natural or other disaster that may or have caused human casualties, damage to health people or the environment, significant material losses and violation of the conditions for the functioning of the enterprise.
1.Target. ScopeThe action plan for the prevention and elimination of man-made emergencies / emergencies was developed with the aim of:
-planning of personnel actions at various levels of development of situations;
-determining the readiness of personnel for localization and liquidation of emergency situations (ES) / accidents of a natural and man-made nature;
-determining the sufficiency of the measures taken to prevent accidents at the facility;
-development of measures to localize and eliminate the consequences of natural and man-made accidents.
The action plan for the prevention and elimination of man-made emergencies/emergency situations is based on:
-forecasting scenarios for the occurrence and development of emergencies / accidents;
-stage-by-stage analysis of scenarios for the development of emergencies/accidents;
-assessment of the sufficiency of the measures taken or planned to prevent the occurrence of emergencies and the development of accidents;
-analysis of the actions of the personnel of all structural divisions in the localization and elimination of emergencies / accidents at the appropriate stages of their development.
2. Risk and Hazard Management Action Plan (General Provisions)Each emergency situation has several stages of development, under a combination of certain conditions, it can be suspended or move to the next stage of development.
The plan provides for the following levels of natural or man-made emergency development:
Level "A" - characterized by the occurrence and development of an accident within one structural unit, without affecting adjacent ones. Localization of an emergency at level "A" is carried out by the production personnel of the company with the call of special units while (urgent) notification of officials provided for in the list and notification scheme.
Level "B" - is characterized by the development of an emergency with going beyond the structural unit and its development within the installation, enterprise.
Level "B" - the accident is characterized by its further development and its exit beyond the territory of the organization, the possibility of impact of damaging factors on the population of nearby settlements, other organizations, the environment. Localization of an emergency is carried out with the involvement of specialized professional rescue teams.
Sources of risk of emergencies within the company:-cars;
-flammable combustible liquids and lubricating oils;
-in the production of beverages, chemicals and substances are used that, if misused, may leak into the environment, which will lead to the inhalation of harmful vapors by the population;
-production may be accompanied by noise that causes inconvenience to residents of the surrounding area;
-electricity;
-water pipe break;
-collapse of office buildings.
-gas facilities.
Natural sources (mountainous region - danger of collapse, earthquake, flood, mudflows, wind squalls, etc.):-fire;
-flooding in the direction of karezes;
-bomb threat;
-destruction;
-spill of poisonous liquids;
-voltage drop in the network;
-hurricane;
-earthquake
-spread of infectious/viral diseases, epidemics, pandemics;
-snake bites, poisonous insects, wild or stray/sick animals.
Human factor, breach of obligation:- non-fulfillment or improper fulfillment of duties by providing authorities (khyakimlik, fire supervision, water utility, energy supervision);
-violation of the fire alarm and communication equipment;
-insufficiency or unsuitability of personal protective equipment;
-other potential hazards.
First aid steps:-assess the situation and provide a safe environment for assistance
- take the victim to fresh air;
-ensure the timely call of the ambulance team, regardless of the degree of poisoning or injury, as complications may arise later
-from the side of the nervous and respiratory systems;
-give the victim a comfortable horizontal position, free from tight clothing. In the absence of breathing or its significant weakening, artificial respiration should be started;
-the indicated measures taken in advance, the more successful the result will be.
