Industrial environmental control

INDUSTRIAL ENVIRONMENTAL CONTROL (IEC)is a system of measures that helps prevent, detect and suppress violations of environmental laws, as well as ensure that enterprises and other facilities comply with environmental laws, including including standards.

According to the Law of Turkmenistan "On Nature Protection" (2014), as well as the resolution of the Ministry of Agriculture and Environmental Protection of Turkmenistan, the user of natural resources, when carrying out economic activities that pollute the environment, is obliged to develop an instruction for industrial environmental control (hereinafter referred to as IEC).

It is necessary to approve the IEC within sixty days from the date of commencement of economic activity. If these works are not done, then the local authorities of the Ministry of Agriculture and Environmental Protection of Turkmenistan may impose a fine on the enterprise.

According to the regulatory framework, the instruction for industrial environmental control should contain, in addition to the title page and application, the following sections:

1. "Organization of industrial environmental control"

2. "Object and procedure for the production of environmental control"

3. "Procedure for reducing and eliminating harmful effects on the environment";

4. "Responsibility for violation of requirements in the field of environmental protection and stimulation of environmental activities";

5. "Professional training and advanced training of employees in the field of industrial environmental control, instruction in the field of environmental protection.

1.Gas cleaning equipment;

2.Wastewater treatment system;

3.Sources: emissions and generation of pollutants;

4. Water supply systems;

5.Storage locations for reagents, raw materials, materials.

As an appendix to the PEC instruction, it should indicate the person responsible for the development of the document.

The user of nature has the right to assign the responsibility for the development of IEC to both his own employee and another legal entity. If necessary, it is allowed to create a department that will not only draw up, but also implement the IEC instructions.
