AN INVENTORY is a series of actions that are carried out by a nature user or a contractor in order to establish and systematize all information received about sources emitting pollutants into the atmosphere (hereinafter referred to as pollutants). The exact place of localization of these sources is determined, their quantitative and qualitative parameters, characteristics of pollutants. This documentation can be carried out directly by the nature user, or, on his behalf, by the developer organization. This category includes scientific, design and a number of other organizations specializing in the provision of services related to the field of environmental protection.
THE FOLLOWING PARAMETERS ARE CONSIDERED WHEN DEVELOPING DOCUMENTATION:1. Presence, exact location, number and condition of places where pollutants are released;
2.Equipment of pollutant emission sources with gas cleaning installations, checking the compliance of the actual parameters of gas cleaning installations (hereinafter referred to as GOU), their design indicators;
3. Establishment of the chemical composition of emitted contaminants (qualitative as well as quantitative parameters);
4. Checking the compliance of technological processes, methods of manufacturing products, energy, implementation of work (rendering services) with the best of all possible technical methods;
5. Does the volume and composition of the resulting pollution comply with the established standards and conditions specified in the relevant permit for emissions of pollutants into the atmosphere.
PURPOSE OF THE EMISSION INVENTORY:1. In order to assess how the applied methods and technological processes comply with the requirements established in regulatory legal acts (hereinafter referred to as RLA), including technical regulatory legal acts (hereinafter referred to as TNLA);
2. To establish acceptable standard indicators (temporary standards) for chemical elements entering the atmosphere;
3. In order to analyze how much the amount of emitted polluting agents comply with the norms of TNLA, state standards, as well as international treaties in force in the territory;
4. To what extent the technological processes and methods used for the production of products, energy, the provision of services (performance of work) correspond to the technology of gas cleaning, gas cleaning equipment with the modern scientific and technical level in the Republic of Belarus;
5. Formation of databases (electronic) containing information about all sources of pollutant emissions.
INVENTORY IS NOT NEEDED IN THE FOLLOWING CASES:1. If the source is equipped with an automated control system that monitors the level of emission of pollutants, as well as greenhouse gases into the atmosphere;
2.If the source is canned;
3.For mobile sources
EMISSION SOURCE INVENTORY ACT:The results of the survey of the enterprise are recorded in the inventory act. It is created in two copies exclusively on paper. This document is issued in the form of books (one or more).
Users of natural resources that use or put into operation objects that affect the composition of the air are required to draw up a separate act for each object that affects the quality of atmospheric air. Acts are also developed for each branch (separate subdivision), for each production area. These objects can be located in different parts of the city and even different regions, regions. Their zones of influence may not overlap.
All documentation developed as part of all the above mentioned works must be studied and approved by the head of the organization.
Data on the current state of sources of pollution, as well as the number of HOCs, are recorded according to the state that was established on the first day of the survey of the enterprise, for the period during which the existing inventory act is valid.
CORRECTION OF THE RESULTS OF THE SURVEY OF INDIVIDUAL SOURCES OF POLLUTION INTO THE ATMOSPHERE IS CARRIED OUT BY THE ENTERPRISE IN THE FOLLOWING CASES:1. If there have been changes in technology, as well as production volumes, reconstruction or repair work has been carried out, modernization of ventilation, technological, gas cleaning equipment, fuel, raw materials and substances of a different type and quality have begun to be used;
2. After establishing the modes of operation of existing or previously not taken into account sources;
3. When installing additional, as well as unaccounted sources;
4. If the location of sources emitting pollution has been changed, or in case of other changes that have provoked a significant qualitative and (or) quantitative increase (more than 10% of the current level) in the release of pollutants into the atmosphere;
