Environmental impact assessment (EIA, (eng. environmental impact assessment) - the term of the International Association for Environmental Impact Assessment (IAIA, International Association for Impact Assessment). Designed to identify the nature, intensity and degree of danger of the impact of any type of planned economic activity on the state of the environment and public health.

Environmental impact assessment (EIA) is a type of activity for identifying, analyzing and accounting for direct, indirect and other consequences of the environmental impact of a planned economic and other activity (construction) in order to make a decision about the possibility or impossibility of its implementation. The purpose of the EIA is to develop the necessary measures to prevent the harmful impact of the planned economic activity on the environment or to minimize such an impact if it is impossible to completely eliminate it. The EIA report is developed both for existing enterprises and as part of the design (pre-project) documentation for new construction (reconstruction).

In accordance with the legislation of Turkmenistan, an Environmental Impact Assessment (EIA) is a prerequisite for the implementation of any planned activity and / or project.

The procedure for performing EIA in Turkmenistan is established in the state standard TDS-579-2001 "Environmental Impact Assessment of Proposed Economic and Other Activities in Turkmenistan", includes a list of activities subject to EIA (contained in Appendix A to the above standard).< /p>

The state authorized body in the field of nature protection in Turkmenistan is the Environmental Protection Service of the Ministry of Agriculture and Environmental Protection of Turkmenistan. The Environmental Protection Service draws up the conclusions of the state environmental expertise on documentation for construction projects.

On the basis of the Law of Turkmenistan "On Nature Protection" (2014) and the Law of Turkmenistan "On Ecological Expertise" (2014), an environmental impact assessment is carried out in relation to the planned economic and other activities that may have a direct or indirect impact on the environment , regardless of the organizational and legal forms of ownership of subjects of economic and other activities.

When developing the EIA report, the instructions of the documents of the Government of Turkmenistan, as well as the methods and recommendations approved in different years by environmental authorities and currently in force in the system of the Ministry of Agriculture and Environmental Protection of Turkmenistan were taken into account.

Assessment of the impact of construction on the environment - stages of work:

1.Preliminary assessment and development of TOR.

2. Preparation of an environmental impact statement. Conducting research and necessary calculations for the given parameters of the object.

3. Conducting public hearings and posting information about the new facility and the preliminary draft EIA in open sources.

4. Development of the final version of the EIA materials, as well as the implementation of measures aimed at preventing negative consequences.

5. Development of an environmental impact statement, in which the customer gives a guarantee that the new facility will not harm the environment and human health.
