PERMISSIBLE EMISSION STANDARDS (MAL) are documents that indicate the exact norms (quantitative indicators) within which exposure to atmospheric air is permissible. They are established in accordance with the requirements of the legislation regulating the sphere of environmental protection and rational use of natural resources. These standards are developed for sources that have a negative impact on the composition of atmospheric air.

The development of MPE is carried out on the basis of the Law of Turkmenistan "On the Protection of Atmospheric Air". At the same time, the developers follow the “Method for calculating the concentrations in the atmospheric air of harmful substances contained in the emissions of enterprises” OND-86, SanPiNam, GOSTs and other applicable methodological and regulatory documents, taking into account the individual approach and specifics of the enterprise. Starting to develop a draft MPE, specialists, after a preliminary consultation, study the technological processes at the enterprise that lead to air pollution, carry out an inventory of stationary sources of air pollution, determine the range and composition of pollutants, the capacities and volumes of emissions produced, identify objects located in the sanitary -protective zone (SPZ), as well as the availability of the necessary documentation. Using the collected information, the terms and cost of work are determined (and agreed with the customer).

The development of draft standards for maximum permissible emissions (MAE) of pollution into the atmosphere is carried out taking into account the Resolution of the Ministry of Agriculture and Environmental Protection of Turkmenistan. The second document regulating these issues is the “Instruction on the procedure for establishing standards for permissible emissions of pollutants into the atmospheric air”. The main purpose of the MPE standards for the development of this documentation is to determine the quantitative as well as the qualitative composition of pollutants produced by a particular enterprise. A competent calculation of ELVs makes it possible to establish the exact amount of payments that operating enterprises are required to pay as compensation for air pollution.

STAGES OF MPE DEVELOPMENT:

1.Full analysis of the pollutant inventory report data;

2. Carrying out a detailed calculation, as a result of which the dispersion index of pollutants in the atmosphere is established. This takes into account the level of background air pollution. Calculations are carried out in the program UPRZA "EKOLOG".

3. Development of a number of measures, the main purpose of which is to minimize or completely prevent emissions of pollutants into the atmosphere. A Schedule is also created, which displays the stages of analytical production control of emissions of pollutants into the atmosphere. A plan is being developed so that the effectiveness of each item can be assessed as objectively as possible.

4. Establishing precise standards (temporary standards) that reflect the permissible level of emissions of pollutants into the atmosphere.

5. Coordination of documents in the body of the Ministry of Agriculture and Environmental Protection of Turkmenistan with further obtaining a special permit for emissions of pollutants for the enterprise.
