Development of a waste instruction

Law No. 271-3 "On Waste Management" obliges every organisation to have an instruction on waste management and to comply with its requirements.

Development and approval of the instruction is regulated by Resolution of the Ministry of Natural Resources of the Republic of Belarus dated 22.10.2010 No. 45 (as amended by Resolution of the Ministry of Natural Resources of 01.10.2012 No. 44). The instruction shall be approved by territorial bodies of the Ministry of Nature. This requires submission of an application and the text of the instruction.

The main purpose of the above actions is to obtain a waste disposal permit, which enables disposal of existing waste. To obtain a permit, the following documents are required according to DECISION No. 156 of the Council of Ministers of the Republic of Belarus of 17 February 2012

A COPY OF THE INSTRUCTIONS FOR WASTE MANAGEMENT

developed in accordance with Resolution No. 45 of the Ministry of Natural Resources of 22.10.2010 and approved by the company's manager. Approval of the instruction usually takes 30 days. The instructions are valid for 5 years from the date of approval, but there are conditions that require development of a new Waste Operations Manual:

change of name or location of an organisation, reorganisation of an enterprise
Changes in the legislation of the Republic of Belarus on waste management
Changes in the size of waste generated or frequency of waste collection
Changes in places and conditions of waste storage
changes in waste production list or waste handling procedures

CALCULATION OF ANNUAL PRODUCTION WASTE GENERATION

based on waste generation standards. Calculation is made in any form, based on number of employees, number of vehicles, amount of burned fuel, etc., multiplied by the norms of formation. The standards can be developed by the enterprise itself by means of measurements or taken from the following normative documents: Decree of the Ministry of Housing and Communal Services No 18/27 dated 27.06.2003, Decree of the Ministry of Environment No 89 dated 22.11.2007, sectoral norms of technological design.

The Waste Inventory Report is approved by the head of the enterprise and is developed based on the data of the production waste inventory. It reflects the specifics of waste accounting, norms of waste generation. Waste Inventory Act is the basis for state reporting form 1-Waste (Minprirody), production waste registers form POD-9, POD-10.
